Does anybody know of a currency exchange company that will accept payments via Paypal ?

Well, PayPal does. Their rate isn't too bad. Probably ok for small amounts.

Thanks but I don't want to change money, just withdraw / send it to a currency exchange for withdrawal to bank.

I know it can be done for Dollars but not found one that accepts Euros yet.

I may be missing the point, but that's kind of what PayPal does, really. You just set up your bank account details and you can withdraw or send money to it. And they accept and transfer all kinds of currencies. We use it a lot for small amounts for the kids. It's a doddle compared to using banks internationally.

Now, for currency exchanges (although you say that's not what you need), a proper currency exchange will obviously give you a better rate, but again, if you're not exchanging 10K's of euros or sterling, then the difference won't be all that significant.
