Computer expert needed

Computer expert needed
I am getting an error message when I switch on my pc, it appears that I am missing a component.....MSCTF.dll 
I can't even use system restore - it's stopped working 
I googled MSCTF.dll and there is a site.....Uniblue Registry Booster which seems to have all the answers but I'm not sure, has anyone heard of it. Can anyone suggest a solution?
