I can only assume the UK Gov has not registered those people receiving as living in Spain
If you live abroad
If you do not live in the UK, you’re only eligible for the Winter Fuel Payment if:- you moved to an eligible country before 1 January 2021
- you were born before 25 September 1957
- you have a genuine and sufficient link to the UK - this can include having lived or worked in the UK, and having family in the UK

If you live abroad

I moved to an eligible country before 1 January 2021, I was born before 25 September 1957, I have lived in, worked in and still have family in the UK.
The UK government knows where I live, and where I lived (not in the UK) before that.
I receive a state pension from the UK, I do not have an S1 from the UK.
I have an NT tax code from HMRC.
I have absolutely no intention of applying for a winter fuel allowance from the UK, but could I?
Just seen Red Eric's and Finknottle's posts come in as I'm typing; I understand that Spain is not on the list of eligible countries, so this is maybe not the place to discuss.

In order to provide some clarification (hopefully) mikelincs used to live in Spain but is now in the UK so he has the winter fuel allowance. Fredbargate lives in Gibraltar which is a UK territory so that maybe why he receives it but he may tell us differently-

Ah well, we're here now, so why not?
You could apply but my wild stab in the dark is that you may well not be met with success, assuming I'm right in thinking that you've worked and paid SS contributions in another EEA country. SS co-ordination rules would (I think) make you the prime responsibility of one of your other countries of residence - either the current one or the one you last worked in, if you've never worked where you now live, so although you're perfectly eligible to receive UK State Pension based on past payments, other exportable benefits (such as WFP) would not be available to you.

.If I asked the Swiss for help with winter fuel, they'd likely suggest chopping up and burning any wooden furniture, using only an approved wood-burner, manufactured by some outfit based somewhere like Schwyz or Aargau, only available on a rental basis to non-residents.
