Possibly. You'd need good connections with these guys though. As an international company could get the work done in the UK or US (or India) with their usual guys.
The only thing you could offer here in Spain is a better knowledge of the market, language and culture. That would be their reason to use you. In that case, why use a British person who doesnt speak Spanish?

The key is contacts, they're much easier to build up in the UK than here, but it can be done. Web wise, there are very few people here that can do the bleeding edge work - especially if you need something like PRINCE2 on top or to meet some regulatory standard so hiring a local isn't always an option. Even if it is your brother in law!
