So from that I gather you have to fill in a tax declaration for 2years or until you have purchased another property in the EU. I bet the hosue purchase documents will have to be written in Spanish for the authorities to reorganised the purchase too, or am I being to sceptical?
Tax in Spain is by self declaration, paperwork is usually only required in the event of an investigation.
I have been paying tax in Spain for 10 years and have never submitted any paperwork or evidence of income etc to anyone.

You would submit a declaration in the normal way for the year that you sold the house as you would have been tax resident then. I assume that when you have reinvested the money you then submit another declaration with the details of the new house.
