You would submit a declaration in the normal way for the year that you sold the house as you would have been tax resident then. I assume that when you have reinvested the money you then submit another declaration with the details of the new house.

Tax in Spain is by self declaration, paperwork is usually only required in the event of an investigation.

I have been paying tax in Spain for 10 years and have never submitted any paperwork or evidence of income etc to anyone.
