Please don't quote me on this, but when I lived in Marbella, the police (not sure whether it was the local or guardia) had a department for animals, in the sense that if you suspected cruelty to animals you would report it to them.... like a Spanish RSPCA, but it was only something I heard in passing....

Probably worth checking out though..... the guy could be reported...

Have you spoken to the guy direct? What is his attitude towards the problem?

If you catch them 'on the job' then squirting water from a hose is quite effective and completely harmless.

Not sure who you'de complain to etc, but meanwhile half fill plastic 2 litre bottles with water, lay them on their sides and you'll notice the cats dissapear as for some reason they don't like it. I have just done this as cats were stinking our garden out. It has much improved now we have used the bottles.

A water pistol works a treat & will do no harm to them.
