It's what is called the APIS (Advance Passenger Information System) that has been in use to the USA for a goodly while and is being rolled out across Europe. It just happens that Spain is the first Schengen country to go live with it. It will, eventually, apply to all flights across national boundaries within Europe and is intended to allow the country of destination to detect the prospective arrival of undesirables before they get to immigration.
