Hi as a non Spanish speaker - what is the 'corruction' it is trying to present - I tried google translate - but didnt really understand - or why the video was removed initially (only to come back again) ?

It's not "corruction" but "Corrupcion" = Corruption.

The video is from 2008 but the message they´re trying to get across is that chiringuitos (beach bars) are allowed to commercially exploite 100 m2 of the beach. Nearly all bars are bigger than that, but there´s no one doing anything about it becaus mr.Titi ownes a bunch of them. (Mr.Titi is a high ranking member of the Ayuntamiento)
