Possibly Fred has it right, as I've seen it mentioned as the 22nd in a few places
Maybe they celebrate the fact that the worst is over as far as daylight hours are concerned and by the 22nd were heading back in the right direction towards the Sun ?

The exact time of the solstice varies from year to year.
This year at happens at 05.30 on the 22nd.
Next year it's at 11.12 on the 21st.
Although the solstice gives us the shortest day the times of sunrise and sunset are not consistent with that.
The earliest time of sunset in the UK is on the 14th December and the time of sunrise only starts getting earlier on the 5th of January.

The reason I said Happy Solstice and not Happy Winter Solstice is because for those in the deep south it will be the Summer Soltice
