PLEASE HELP ME!
My mum lives in singapore and is in a desperate state. she has no money as her husband has lost his job, they are now 2 months in arrears on rent and looks likely they will be evicted. I am beside myself with worry. She is seriously ill, weighing only 38 kilos, and can't afford medical care. I am so desperate to get her back to uk, so i can look after her, but the costs are mind-numbing. there is so much to do, a whole house of furniture and belongings to be dealt with, let alone our amazing dog who is too old to cope with quarantine etc. dont know where to start, what to do, or how i am going to afford to help.. please please please, if you have any suggestions or ideas i would be so grateful...

I suggest you call them though - don't e-mail. I'm still waiting for a reply to an e-mail I sent them two years ago.

Is your mum British or Singaporean? Her husband - is he British too?
If she is British, it may be worth contacting the British Association of Singapore. I know that in the past they have helped Brits in distress:

Also try http://www.expatsingapore.com and post on the forum (you can't post links there, but you may be able to get the dog sorted and some suggestions or offers of help for practical matters from the expat community).
On the other hand, if your mother is very ill but well enough to fly back to the UK, then she will be able to get NHS cover from the moment she lands as long as her intention is to remain permanently in the UK. It sounds as if you need to get her to the UK first and worry about the husband, furniture etc. afterwards!
As far as I know, the High Comm will not normally provide loans to British citizens abroad and expect family and friends to provide the funds (which is why there are links on the website to Western Union for wiring money overseas)
Perhaps you could buy her an air ticket from the UK (some airlines like to see a credit card at check-in, especially Singapore Airlines, but I think British Airways is ok but best to phone the airline first and explain the situation).
