I applied in Nov and have been told by my CO and later their manager that it wont finalised until after July due to the 'service planning levels' at the London office.

That would be when applying for citizenship not a RRV, the wife may need to sponsor for a spouse visa if the OP does not qualify for a RRV.

You cant offically, you need a residential address from which to apply from. Not useful if you dont have relatives but if you do & you've been using their address for mail etc you use their address....

Applying for council/housing association housing is a good idea but that should have been done a long time before you returned. Housing is in such short supply and the waiting lists are years long....

Congratulations. But when you have raised the money to sponser your partner make sure you raise enough for a passport because you need it to make an application to sponser them.

There isn't one as you are aware the WHV is for under 30s. If you qualify you could get an independent visa 175 where you are not tied to a state or employer so could 'holiday' as much as you want...
