You cant offically, you need a residential address from which to apply from. Not useful if you dont have relatives but if you do & you've been using their address for mail etc you use their address....

Applying for council/housing association housing is a good idea but that should have been done a long time before you returned. Housing is in such short supply and the waiting lists are years long....
