Default About Habitual Residency.

Hello. I hope this isn't a stupid question. Can any members direct me to the best thread that can answer my questions about Habitual Residency?I thought I had the links to a previous thread somewhere but can't seem to navigate the internet very well.My questions are:

Do all expats returning to the UK need to prove Habitual Residency or is it just for those who need to claim unemployment/sick benefits or housing benefits?
If a returning expat needs to prove HR where would they do this?
Is there an online link to any forms or guidance about HR?

Such a lot to wade through (NOT COMPLAINING!!) and could do with a bit of help to defuzz the brain on this bit.

I have this link: http://www.parliament.uk/briefingpap...snsp-00416.pdf

about HR and 'right to reside' but would appreciate a layman's take on the bundle.

Thanks in advance.

It's just for benefits. All you need for NHS care is to walk into a hospital, walk in centre etc. To register with a GP you need to prove a residential address within their catchment. Though many areas now have a central gp service for those unregistered, out of hours, cant get app etc. Some people may get asked for passport or stamp if it is thought they may have to pay for any services.

For public housing you need to again prove residence and the right to reside with a passport or stamp in one.

There are other rules about uni fees.

The requirement for hospital treatment at least, is that you have returned to the UK to settle. I have heard of people having to justify this. Otherwise, you may be regarded as a "medical tourist".
