Arthur, that quote is from the temporary visa section so my reading of it is that you would need the limited medical cert. You fulfil the conditions...

For the temporary visa the website says this:

I'll try and answer. I will assume you are applying for residency under partnership, yes? Also I am assuming that you have lived together for 12 months or more, it's time lived...
