I'm almost certain a visa waiver national baby could wait it out in Canada, but the OP should ask the immigration experts on the other forum to be sure.

You know that only citizens can sponsor from abroad, PRs must be in Canada to sponsor, so you won't be able to sponsor the baby from the UK.

That's before you land though. If your family make-up alters before you land and you haven't told CIC, that can invalidate your PR and that's probably what you remember about not being able to...
