Yes, I know the BB privilege. But never heard of the visa version with special stamp some of these guys are talking about.

Yeah, there has never been a Balik Bayan Visa. And according to the BI, there still is not. 13a is also not a visa once you are in the country. You have an ICR, not a visa. 90 days is plenty of time...

Why do people keep saying this? There is no such thing as a "Balikbayan Visa". I have never even seen a "Balikbayan Stamp". They used to just give you an entry stamp with "BB" handwritten in there....

Tourists do not need one, as they can drive on their own nation's DL.

ACR holders are not entitled to an LTO driver's licence. You need an ICR. Or some other status proving you have legal rights to live there a year+. Assuming you do?
