it makes very little sense to me. I suspect this has been done to facilitate removal from the USA' s list of restricted countries.
Also, a whole load of international students will be arriving end...

well the USA stipulates that if you have been in EU/UK at any time in the preceding 14 days you must quarantine. So, I imagine that the UK will say the same if they bother at all.
