Oxford University themselves say that they have begun phase I of human trials. (I can't speak for The Daily Mail).

Tough call. Our visit to the USA in September that we just canceled was to visit our daughter so the decision was fairly easy. I don’t know what the rules will be in August, maybe they will be...

I was pleasantly surprised. In recent weeks I have cancelled a hotel in London, rail bookings, and 2 vacation rentals in Cornwall in June. The Cunard phone call was by far the easiest.
