When my husband and I were in oz on a WHV we opened an account with the Commonwealth Bank, we did it prior to arriving in oz then just went into our nearest branch and they activated the account once...

when we applied for ours we had to send a bank statement showing we had funds, but then we did it by post in 2002 and i guess things have changed since then. We had to send our passports away too...
