I contacted the department in the end and they told me that it was fine to use forms 160 and 26. I made sure to put the TRN at the top of each form.

Everything I have read suggests that it is a residence permit and not a visitor permit. You can live in New Zealand on an Australian PR, but it doesn't work the other way around.
