No, 679 visa should be lodged only by the sponsor inside Australia not outside, my reference is www.immi.gov.au

It is not impossible, you will never be asked for 2nd VAC unless your application is being approved, and you can refer to DIAC website about this point.

For myself, I got my grant letter 5 days...
