yes co will ask for it if principal applicant has not submitted secondary applicant's ielts at the time of applicationotherwise co will require the principal applicant to pay the second installment...

to claim or not, secondary is required to submit that ielts or pay $2000+. whichever is workable situation for the primary applicant before being granted a visa.

ielts result with a minimum band score of at least 4.5 for secondary applicant included in the primary applicant's visa application is usually requested by the co assigned before visa grant.

the refuse letter simply states that the applicant did not include his valid ielts result at the time of application which was the reason why he did not meet the basic requirements to begin with.

i think you ought to exert all efforts on their level first . perhaps give them a call first to sort out any problem why it has taken that long for you to wait then if this one serves futile then...

I think 18 months is way too much. Did you make a ple about latest status of your application? stni is state sponsored right? its not anything like 136 which is acceptable with that timeframe......
