They were all brought in the same way, when each phase was finished payment was made and a receipt given, he can not register you if you have not made the final payment also you need to pay stamp...

I have spent about the same as you in Goa, but I think things will work out alright the developer has given me proper reciepts I know where he lives and he has given me solutions to problems.
