The means - the IEC is based on a bilateral agreement. This contract must be signed by both sides. Minister Kenney can not do what he wants. The other side must also agree.

Correct - if you get a SIN in Manitoba or in NFL - no problem.

But if you try to get a SIN in Québec without a certification from Québec - maybe it can be a problem. again "it can be"....

If he need to ask for a SIN in Québec then it can be a problem.
