Regarding your 2nd question of reducing Canadian tax.

Did you apply for the $2000 pension income tax credit? The UK lump sum seems to be eligible.

Apologies if I am missing something. I did read through the whole chain. However the issue seems to be the UKtax you owe for the specific UKtax year.
For the UK you owed tax on GBP 11000.

Yes - thats my understanding. The day you arrive in Canada is the baseline by which capital gains are measured. You use the exchange rate on the day in both cases.
