To clarify, from my experience, they will withhold if my withdrawal is outside the personal allowance ~ 1K/ month. (Tax code is 1257L)
When they have done, the rebates actually came from Pensionbee....

Not quite true, the card itself needs to be replaced with un updated photo, the license validation remains.

From Japan I used EMS, the most expensive option but it was tracked and notified when signed for. Sometimes the extra cost can be justified.
The passport office returned mine using DHL.

First thing to mention is that if my taxable drawdowns are kept within the 12570/year personal allowance, then I have received tax rebates...

With my provider I chose the flexible draw down option, I just take some funds when necessary.
The annuity offered to me wasn't what I wanted and the company involved seemingly didn't like a non UK...

You should check with UK Gov as suggested but I think you will be able to. I am 60, and my UK state pension age is 67.
