Using Gov.uk One Login - Proving identity

I'm trying to set up a Gov.uk One identity and after getting the message "sorry we cannot verify your identity", I've just spent a few hours of international calls getting bounced from one government department to another.
Can anyone advise if this is a common problem when contacting Gov.uk form overseas? I'm trying to access my National Insurance record and find out if I'm still eligible for class 2 contributions.

Can't recall specifics as I did it some time ago with UK passport. There was an answer/link giving other options
