Parma, an hour and a half south of Milan. Lovely centre, lovely food. Go for an evening stroll in Via Farini for a glass of wine, stay in the "Savoy" hotel which is central. Not too expensive, clean...

Although I don't have much experience of withdrawing large amounts, I think it will probably differ slightly from bank to bank, and also depend on whether you use debit card or over the counter....
