I am currently on $35,000 PA and My wife is on $39,975 PA. We lived on my wage alone for a month with no worries although we don't have kids.

I can only answer part 2 really. Before I left I rang DVLA to ask the exact same question. You surrender both parts of your licence and it gets sent back to the UK for destruction.
