Degree certificates are attested by the Saudi Cultural Bureau and then the embassy. In order to get the bureau to do their stuff you'll need to get the institution you got your degree from to email...

Yes I'm resigned to not being able to watch over a few pints. Strangely the best option so far seems to be the seating area of a drive thru Taco Bell.

Actually no,nothing to do with the Co-Op. The broker thought generally Saudi would be considered a risky jurisdiction to lend into and so would be avoided by UK banks.
