If he completes the c&g 2330 and NVQ at level 3 with 4 years experience, that should satisfy the below quote from the criteria and guidelines on the ARTC website.

on a WHV you can apply to ARTC, get assessed by them and if successful you can apply to peer in adelaide to do a course which entitles you to apply for a SA licence. Once you have that you can try...

think the best way would be to go to adelaide do the PEER course, apply for licence, when receive licence transfer to NSW. Apparantly NSW are more lenient than other states so you should be able to...
