this used to be the case but there seems to have been a recent ECJ ruling on the 21 July 2011 which if I understand it correctly, makes it possible for expats. to claim it when living in Spain....

I have just been reading on 'the goverment abuses expats' website that it is now possible to claim the winter fuel payment while living in Spain. Have I got it right, has anyone here tried it? if so...
