Go for CAIPS.

CAIPS is available for $30. and in USA $30 is nothing. You can scan 2 required forms (after filled) and email them. In 5 weeks, you will get result. At least you will know, how many points you have.

My brother also applied from Singapore in Nov 2002. He got file # in 3 months, and his case was opened in April 2003. But after that, we have received no update.

AOR means 'Application Opened...
