Question Proof of Funds

Do you have to have the funds available ehen you apply for your visa or when you are entering the country to activate. I would be apply on a skilled worker PR, seems to be conflicting information...

Thanks for the reply, I have researched the Red Seal as much as possible and emailed then (with no reply) and can see from my research that I must be in Canada to take the exam which is fair enough....
