Well I don't know wht the procedure for C R B is, but the police check for immigration involves fingerprinting.

I suggest you go to your local RCMP staion, not a Provincial...

All the forms I have downloaded have been printed on regualr paper and by an inkjet printer, they have printed well and been accepted by Immigration Officials no problem

If you look hard enough, s1lv3rsh4dow is in fact correct.

You can sponsor from within Canada or Outside of Canada. There are 2 Guides. You obviously haven't found both of them.
