In our experience with the UAE, UK birth certificates do not need to be translated as long as they have been properly attested by the UAE authorities in the issuing country.

Not sure what the requirements will be for TECOM specifically, however where degree qualifications are being requested for proof of educational status within the UAE, it is common practice for these...
