Apologies, but - question. If the visa to enter the US as a permanent resident is set to expire on Sept. 22, why wouldn't it be necessary to arrive in the US by that date?

Not *after* Sept. 22. If you plan to use this visa to come to the US to establish residency, he needs to arrive (with or after you) before Sept. 22.

After Sept. 22, your choice is to wait until...

Compare the K-1 and CR-1 visas. If getting married while he's here is an option for you - and if he goes back home after his trip as scheduled - the CR-1 is a good option to look at.
