I got med request about 6 weeks ago and request for permanent residence fee and new police checks. I sent all they requested but then they sent back the Canadian draft because I sent the wrong amount...

One year (or just under) from time of sending the application off to taking the exam in toronto, to getting the letter stating that I passed and I need to submit proof of residency to get licence.

No problem. Yes you can apply for a job and a temporary work permit and then apply for residency while in Canada, if successful, this process seems quicker. A friend of mine successfully did this...
