Definitely easier in some respects than a spouse visa, but it depends on what you husband's field is. Not all jobs qualify for a visa.

The Skilled worker visa is the usual one to get employment...

To apply from the US you, the Brit spouse, would need to show that you earn the equivalent of 29,000GBP annually in the US AND have a job offer in the UK of 29,000 GBP minimum.

You, the Brit spouse, could move back to the UK, get a job which meets the financial threshold, and after 6 months or less (CatA or Cat B) your husband can apply for the spouse visa.

For the initial spouse visa it is only the income from the Brit sponsor which is relevant.

If intending to apply using income the minimum threshold is 29,000 GBP and it is the Brit citizen who must have this income solely; income from the applicant is not relevant.

As you do not have your own credits for Medicare, then, yes, you have to pay for Part A. When wife reaches 62 then you might be able to use her credits.
