British Passport Application - Major Issue with Name Change

Hello,
I hope someone knowledgeable can advise on the following:
Born and lived for about 20 years in country A. I still hold a valid passport from country A with my maiden name and use it mostly to enter that country when I visit.
Lived in country B for another 20 years and acquired citizenship of that country based on residence. I was married by then and the authorities automatically used my married name for documents. I have a valid passport from country B that I predominantly use in everyday life and for most travel.
I have been living in the UK for the past 6 years. Moved on spouse visa (husband is British) using passport B, then received ILR and applied for British citizenship.
I received an email granting citizenship but haven’t attended the ceremony yet, which is in a few weeks.
Started looking at the British passport application process and noticed that all other passports and nationalities must be in the same name before application is submitted to HMPO.
To change my passport A to my married name will be a logistic nightmare not to mention very time-consuming, about 4 months, and I need to be in the country A to finish the process.
Does anyone know if HMPO would accept a maiden name passport or will that create delays and possibly refusal?
Does it make sense to apply for COE instead? Or would this also require changing the name on the old passport?
I am very stressed about this situation and ready to abandon the whole citizenship process.
Would be very grateful for advice.

Potential Issues and Solutions
Steps to Apply
What if I cannot change the name on the foreign passport?
If your country of origin makes it impossible to change your name on their records (or it is too difficult), you can provide evidence of this. In such cases, HMPO may issue your British passport in your current name, but they might add an observation note referencing your foreign passport and maiden name. [1, 2, 3, 4, 5]
Key Takeaway: As long as you provide clear documentation linking your maiden name to your current legal name (e.g., marriage certificate), this is a common situation for dual citizens and is manageable. [1]
- The "One Name" Policy: HMPO often requires that the name on your British passport application matches the name on any active or recent foreign passports.
- If the foreign passport is expired: Since your passport is old, you may face less scrutiny than if it were current. However, if it is still considered a valid identity document by that country, you may be asked to update it first.
- What to do: You must tell HMPO about this passport in your application. They will typically require proof of your name change (e.g., marriage certificate) to link your maiden name to your current name. [1, 2,
,,]
Steps to Apply
- Use your current name: Apply for the British passport in the name you use for all official purposes (e.g., your married name).
- Submit Evidence: Send your marriage certificate or deed poll to prove the change from your maiden name to your current name.
- Declare Other Passports: In the application, you must list your foreign passport, even if it is in your maiden name.
- Include a Note: You may need to include a covering letter or a signed statement explaining that the old passport is in your maiden name, but you now use your married name for all purposes. [1, 2, 3, 4]

Hello and thank you so very much for your comprehensive reply, SanDiegogirl I greatly appreciate it.
Unfortunately, none of the guidance appears to apply in my situation because I do not qualify under any of the exceptions, and passport A is valid and has quite a few years before it expires. I can change the name but it's time-consuming and difficult/inconvenient, and in order to complete the change of the name on my passport A I would have to travel to the country. However, I would not be able to travel until I get a British passport because of the new March 2026 rules.
If I apply for the COE in my married name passport B (my main document), would I be likely to receive it? Would the name change requirement apply in this instance, i.e. do the HMPO rules apply to COE as well or not?
Hi BritInParis . Thank you for for asking. Passport B is a Commonwealth country, passport A is a non-EU/EAA European country.
Many thanks again.

Why can't you try this initially .... ? If not, then you could try the COE route.

Hi SanDiegogirl , BritInParis
It is possible in country A to change my name on their records, however, the cost, time and inconvenience of traveling make it unfeasible for me to change it at this time. As one of the links you kindly provided states "HMPO is not concerned with the personal inconvenience or costs".
My concern is getting trapped in the UK with no travel documents at all while I need to travel for work frequently. I need to know for certain before I apply for passport or COE.
Do you know if the COE has the same requirements for the alignment of names on passports as HMPO?
Thank you.

Hello BritInParis ,
Thanks for your message. I feel that my privacy will be compromised if I disclose the countries.
Does HMPO or Home Office has different rules or standards depending on the country?

Does anybody know if the Home Office has the same requirements that all documents align with the name on the application for the Certificate of Entitlement to Right of Abode?
Would I be required to change my passport from the country of origin from my maiden name to my married name?
Thank you.

Alternatively, a good lawyer may be able to help you if you'd feel more comfortable sharing the info with them.
Good luck.

Thank you, I might consider legal advice.
What would happen to my status if I don't attend the citizenship ceremony? Will I still be able to keep my ILR? I don't seem to find any official information in this regard.
Thank you.
