Agreed. In fact, my experience has been that US Embassies often don't even accept I-94/I-94W submissions. They prefer that you communicate directly with CBP.

Well, to be fair, what they probably meant is that you need to ensure that the I-94 is turned in to the CBP via the airline (if you're leaving by air).
