I have 16 year of study till M.Sc-IT Degree and also 1 year Post Graduate Diploma in IT from a Govt Recognized university.

Can i count my education for 17 years or not (16 Years till M.Sc IT + 1...

My agent say me to pay total of 2840$-CAD

550 CAD - Application processing
490 CAD - Right of Residence
300 CAD - Degree Verification
1500 CAD - Agent Fee

My agent is Canadian...
