Absolutely not, you're never too old!
There was a kinda-sorta hiring freeze going on (likely due to finances) but that appears to be over with and next class has 70 ish in it so far.

Actually you are only required to be a Citizen if you are thinking of joining the RCMP.
All other Regional/Provincial forces only required that u are a landed immigrant/permanent resident
