personnally experience here in the Algarve -Albufeira area you can pick uo sky uk or sky irland with a 1.20 off set dish ..as far as boxes ..choose the one that fits your needs , mine i pay 20 € a...

just need a dish or 2 if you want to get more channels and no need to motorized dish , it is very easy and simple, in my case i will give you an example i have a small dish for portuguese channels...

why not get a dreambox and get all the sky and freesat you want ..plus just about anyother european channel ..even sky germany or zon or canal+ etc etc

To my knownledge you have to report it if your well uses a 5 horse power or more otherwise you dont have to report it ifit is above that eventually you are going to pay taxes otherwise just dont lose...
