Contact Australian High Commission or the Australian Mission in your Country. They will take a nominal fee and get the passport stamped.

It takes Five to Ten Days to get the Visa Stamped.

Well, I would say yes, but with a catch normally it means Medicals have been approved however, this may also mean that they have finished investigation and found you medically inept to enter...
