As it has been said earlier the PCC's and medicals expire after one year, therefore if you apply offshore and are not planning to enter Australia within one year of your medical/pcc date it is not...

I have not been questioned I have been doubted. I was told that from October 2012 onwards DIAC grants BVA with full work rights for all onshore PR applicants.

What exactly you don't believe? It's fact that if the secondary applicant is onshore without 8503 condition and the visa application will be lodged whilst both applicants are onshore a Bridging visa...
