The ones from the tabaconists are fine and the tax is automatically paid - the problem is as you say they are only in Spanish. I think most agents will provide it in English as well if not don't sign...

I know it's difficult especially when they aren't in the education system but she could try the the local sports center. They will have all kinds of sports that your daughter could join.
