I'm in the UK now and my FT is working fine with a Giffgaff (O2) SIM after upgrading the OS to 4.3.2
I just swapped my Etisalat SIM in and FT gets stuck on the waiting for activation screen; O2 SIM back in and it activates within 1 minute.
I don't recall registering the phone at all but I may have done. My Apple ID is UK based.
So, my feeling is that Etisalat is not allowing the activation SMS to be received; the outbound SMS are being charged for so I assume they are being sent.
I think if you have FT working then don't upgrade the OS; if you don't have it working then I don't think it will work unless you Jailbreak the phone. Du may be different.
You can use Skype or Tango for video calls.
