UAE driving license can now be transferred to UK license, if....

Big news for some like me who learnt to drive abroad. Someone's told me though that it only applies if you learnt to drive in the UAE. Can that be true?
I learnt in Qatar years ago and drove in the UAE for a good 20 years on my UAE license. Is there any indication on the license of where you first passed your test?

It’s only if you passed your test in the UAE.
