It's not unreasonable, but I can see the issue from the government side... they collect few direct taxes from the expats but provide a whole host of subsidies (often indirect) to them. Take this model to the UK... you would be happy that Valdo the plumber gets subsidized electricity and water when it is expensive to produce?

This is why I am 100% convinced that the springs will turn brown one day in the not too distant future.
