I have to say I found the article a bit difficult to follow when it came to the statistics. It's like someone loaded a shotgun full of numbers and blasted it at a bit of paper. Or, and this seems unlikely, no one knows what they're talking about

odd, I never read it that way. I interpreted it as :

20% of the total labour bill is spent providing (subsidized) services to expats... e.g the cheap fuel, power & water. Which is probably true.
